True North Consult is hiring a Transport Manager to ensure all matters concerning the fleet are handled on time both within the Workshop and Upcountry to ensure maximum turnaround.

Responsibilities

Team Management

Manage the team (N-1) including Fleet Drivers, Workshop, and Subcontracted Transport.

Inform N-1 of entity strategy/evolutions and communicate required alignments.

Logistics Services

Build and adapt logistics services offer based on market situation, organizational capacity, profitability, and risk level in coordination with Sales and General Management.

Monitor quality of service of the Uganda fleet to achieve budget targets (Kenya/DRC/South Sudan) using KPIs:

Number of trips.

Number of containers delivered on time.

Number of trips per available truck.

Operational Management

Manage operational relationships with AGL internal departments or direct clients.

Receive instructions from clients (internal/external) prior to cargo delivery/collection, mainly for Aid & Relief clients.

Inform clients of delivery/collection status and alert them of operational issues (potential/real).

Drive vehicle service deliveries while controlling overheads and workshop costs.

Prepare/validate operations planning based on cargo delivery/collection requests and inform COMs/FOPs.

Track fleet via central GPS system to optimize mobilized resources.

Organize and control documentation transmission (e.g., Proof of Delivery, RCN) to COM units and Container Logistics Manager.

Liaise with QHSE for audit-recommended action implementation.

Cost and Performance Management

Analyze and focus on staff costs (casuals, extra work).

Monitor and challenge workshop costs (gas, oil, tires, etc.).

Implement cost-saving options (e.g., driver training, road selection).

Report operational issues (including cargo) to COMs/FOPs.

Request instructions for arbitration between cargo deliveries.

Alert N+1 on significant operational issues impacting service quality, invoicing, or sensitive clients.

Inform N+1 and Sales of quotations non-compliant with COM goals (gross margin, turnover, feasibility).

Address issues raised during file processing, regardless of responsibility scope.

Receive work orders from internal departments and generate JMP accordingly.

Subcontracted Transport

Provide subcontracted transport for internal/external needs, emphasizing service delivery, profitability, and cost control.

Select authorized subcontractors; risky profiles require COO validation.

Ensure subcontracted trucks meet performance and safety obligations.

Liaise with Transport Department as the primary transporter for company delivery needs.

Collect and distribute signed Waybills and empty interchange reports.

Provide performance reports and daily tracking reports to clients as agreed.

Negotiate competitive rates for efficient transport solutions.

Ensure all transporters have signed agreements with BTL and adequate Goods in Transit licenses per Group Policy.

Monitor department cost levels to protect Group interests.

Workshop Management

Manage day-to-day workshop administration (procurement, stock management/control, job planning, preventive maintenance scheduling).

Coordinate daily workshop meetings with the Workshop Administrator and foremen to plan activities and resolve issues.

Supervise utilization of workshop software (e.g., MAXIMO) for timely and accurate data entry.

Conduct quarterly stock takes with Finance, reconcile physical and system records, and provide explanations/corrective actions for discrepancies.

Manage procurement of spare parts, tires, oil, and lubes, ensuring cost-effective purchases without compromising quality.

Control and account for LPO books and petty cash float issued to the workshop.

Conduct regular benchmarking to assess spare parts pricing.

Identify and select vendors through a compliant process, negotiating favorable credit terms.

Prepare weekly, monthly, and quarterly reports as required.

Act as Super-User for workshop software management tools (e.g., MAXIMO).

Assist in preparing SOPs to enhance workshop controls, reduce expenses, and improve workflow.

Monitor and analyze discrepancies (e.g., cost per unit, spare parts pricing).

Person Specification

Education, Training, Skills & Experience

Minimum: Degree in Business Administration, Supply Chain Management, or equivalent.

At least 5 years’ experience managing a fleet of over 25 trucks.

Local knowledge of the East African region.

Proficient in Microsoft Office.

Experience with Fleet Management Software (ideally Telematix).

Excellent communication skills.
