Description
Job Purpose
The Executive Director is the Chief Executive Officer of the Authority and a full-time employee of the Authority.
Responsible for performing duties as directed by and accountable to the Board of Directors.
Functions of the Executive Director
Subject to the Act and authority of the Board, the Executive Director shall:
Initiate and implement the policies and programmes of the Authority and report to the Board to ensure agreed objectives, targets, and service standards are met.
Be responsible for the proper management of the Authority’s property.
Manage Authority staff.
Develop and oversee an operating plan to guide the Authority in performing its functions.
Co-operate with lead agencies and organizations on petroleum-sector matters.
Develop an economic, efficient, and cost-effective internal management structure.
Provide advice as required on matters within the Authority’s responsibility.
Perform any other duties assigned by the Act or the Board.
QUALIFICATIONS

Education Qualifications
Master’s degree in:
Petroleum geosciences
Petroleum engineering
Petroleum management
Petroleum law
Petroleum taxation
Finance
Or another petroleum-related field from a recognized institution.
Bachelor’s degree in:
Physical sciences
Industrial chemistry
Engineering
Economics
Finance
Taxation
Law
Or a related field from a recognized institution.
Experience
Minimum 15 years of relevant work experience, including 10 years in oil and gas at Senior Management level.
Additional Required Qualities
The candidate must demonstrate most of the following:
a) Technical & Regulatory Expertise in petroleum sector governance, policy implementation, compliance oversight, and standards enforcement.
b) Governance & Strategic Leadership with experience in institutional performance and transformation.
c) ESG, Sustainability, National Content, Risk Management & Financial Stewardship competence.
d) Good Communication, Negotiation, Stakeholder & Diplomacy Skills, with ability to work effectively with government, industry, development partners, and communities.
e) Integrity, Professionalism & Ethical Conduct essential for managing national resources responsibly.
f) Ability to Lead & Inspire Multidisciplinary Technical Teams, manage complex regulatory systems, and navigate technical environments.
